The Town of Superior is involved in several projects. Typically, these projects are managed by our Public Works and Utilities Department and the Parks, Recreation and Open Space Department.

2025 Concrete Repairs and RTD Route 228 New Concrete

Project Complete

This project included concrete repairs and replacement throughout Superior, as well as the installation of new concrete in Downtown Superior to accommodate the re-routing of the RTD Route 228 bus. This project is complete and the Town will be doing the next cycle of concrete repairs in 2026.

Central Park

Construction Phase

One of four parks located in Superior Town Center, Central Park is approximately 6 acres located at the corner of Superior Drive and Central Park Way. The Park will offer an entry plaza, with a seat wall, planters, two chess or café tables, a public restroom, walkways, one medium-sized ramada, a half-court basketball court, and a divided Dog Park area offering separate enclosed areas for large and small dogs. The Dog park was substantially completed in 2024 to meet the needs of the growing dog population in the developing neighborhood. Two small shelters will also be installed in each dog park area. The walkways will serve as the main entrance to the Superior Historical Cemetery.

Civic Space Interior Tenant Improvements

Project Complete

The 8,000 square foot Civic Space is located at 2250 Main St., Suite 1001, in Downtown Superior. The 2-story public space includes an entry lobby, restrooms on both levels, an elevator, an interior stairway, and large glass overhead doors on both levels. An open public area and two studio rooms are located on the first floor, with a large event space and a small conference room on the 2nd floor. Staff offices are also included to facilitate building and program operations. The facility is designed to serve a variety of public uses, including recreational and enrichment programs, public and private events, meetings, workshops, and exhibits. Coal Creek Pedestrian Crossing

Project Complete

Project to install a pedestrian crossing over Coal Creek near 1st Avenue and the Rogers Farm Development, connecting the Coal Creek Trail and the Mayhoffer-Singletree Trail. Construction is complete and the new trail is open for use.

Coalton Road Resurfacing

Project Complete

The Town worked with Broomfield to resurface Coalton Road from Rock Creek Parkway to Flat Irons Crossing Drive in Broomfield. The Town is responsible for the operation and maintenance of Coalton Road from Rock Creek Parkway to the Tyler Drive intersection, with Broomfield responsible for the remainder of Coalton Road east of Tyler Drive including the intersection. Construction is complete and the road is open to the public.

Community Center Structural & Drainage

The Superior Community Center opened in the summer of 2021. The building was previously used as a Land Rover dealership. The building is approximately 15,000 square feet and contains a reception area, library space, stage area, meeting rooms, flexible-use rooms, and staff offices. The Community Center currently experiences major drainage issues in the parking lot which cause flooding of interior spaces. Additionally, there is visible cracking the masonry in various locations around the building indicating foundation issues. While the building is not structurally unsafe, these issues should be resolved to minimize further effects to the building in the future. The Town hired J&T Consulting to come up with solutions to both the structural and drainage issues. The engineering/design will be completed early spring 2026. Construction will be bid out and begin sometime in late spring or early summer. We anticipate impacts to summer programming and intermittent closures of the building; staff will work with vendors and contractors on alternative locations for programs that will take place during the construction timeline. More information will be provided as the schedule is developed.

Community Park Playground Renovation

Equipment Procurement Phase

Community Park Playground is aging and requires renovation to meet the needs of the community, current safety and ADA standards, and to provide a quality interactive play area for youth ages 2-12. The current playground includes 17,000 square feet of surface area with two play areas offering play opportunities for different age groups. The scope includes demolition of the existing playground structures and safety surface, installation of new play structures, and poured-in-place safety surfacing with increased accessibility. A to Z Recreation was selected as the Design and Construction firm to complete the project. The final design was approved on July 25th. Construction will begin in March of 2026 and will be completed by May.

Coyote Ridge Parking & Trailhead

Construction

The Town, with input from the Open Space Advisory Committee (OSAC), completed the Coyote Ridge Open Space Master Plan in 2023. One of the recommendations from this Plan included increased accessibility to the 182-acre Coyote Ridge Open Space area with the installation of a small gravel parking area and a Trailhead that included an ADA spur trail. The parking lot area land was conveyed to the Town from CDOT in 2025. Design was completed in September and includes a trail and associated trailhead located off of State Highway 128. The project includes the construction of asphalt access, a crushed asphalt parking lot, wire fencing, farm gates, and a crusher fines trail that will connect with the existing St. Francis Trail.  The Town received 12 bids and selected Powell Restoration to complete the work. The construction contract with Powell was approved at the October 27th Town Council meeting. Construction will begin in February and conclude before the end of March 2026, if not sooner.

Fiber Internet

Expanded access to high-speed fiber internet will soon be available in Superior! The Superior Town Council recently approved license agreements with fiber provider Intrepid.

Intrepid is now working on design drawings for Superior and plan to extend high-speed fiber throughout Town to include Rock Creek, Lanterns, Calmante, Rogers Farm, Original Town, and Coal Creek Crossing.

What is fiber?

Fiber internet uses fiber-optic cables, which transmit data as pulses of light. By doing so, fiber offers faster speeds, more reliability, and better performance than traditional cable or DSL connections.

What can residents expect?

Once design plans are approved, the telecommunication companies will coordinate with impacted property owners throughout construction, which will last approximately two years once started.

Residents should expect to receive flyers and door hangers from Intrepid discussing when construction will start and what to expect during construction.

In general, the fiber lines will be installed via directional drills, but there will be some excavations within utility easements on private property and/or within Town rights-of-way. Construction around each resident's property should only last a couple days. Once complete, the only visible infrastructure that will remain are underground service boxes, similar in size to the water meters currently on a resident's property.

Indiana Street Reconstruction (W Torreys Peak to McCaslin)

Design Phase

This project includes reconstruction of Indiana Street from W Torreys Peak to McCaslin Boulevard. Design is underway with construction to start in summer 2026 once school is out. Improvements will include reconstruction of the roadway surface, concrete repairs, and new striping.

Open Space Management Plan

Public Engagement and Research Phase

The Open Space Advisory Committee (OSAC) requested Town funding to support updating the 2010 Open Space Management Plan (OSMO). The Town is currently working with our on-call firm, Design Concepts, to conduct public engagement and draft content for the Plan. This document is intended to be a companion document to the Town Comprehensive Plan, providing additional detail on Open Space inventory and assets, goals, strategies, and recommendations. The survey for the OSMP is currently open and available on Shape Superior through mid-June. Please visit Shape Superior to complete the survey. Completion of the Open Space Management Plan is anticipated for late 2025.

 

Original Town Alley Paving

Project Complete

Project to pave the existing alleys in Original Town over the next several years. This project will convert the existing milled alleys to concrete alleys, improving the alley durability and allowing the Town to better maintain the alleys. Two alleys were paved in 2025, the alleys south of West William Street connecting 1st and 2nd Avenue and connecting 3rd and 4th Avenue. Additional alleys will be paved in future years pending Council approval.

Marshall/McCaslin Intersection Improvements

Design Phase

The Town was awarded an Economic Development Administration (EDA) grant of $1,248,938 for the McCaslin Boulevard / Marshall Road Intersection Improvements Project.

The proposed intersection improvements include the addition of a eastbound lane on Marshall Rd at the McCaslin Blvd intersection to have 3 dedicated northbound left-turn lane off of Marshall Road and a dedicated east bound thru lane on Marshall Road into Downtown Superior to improve traffic flow and reduce traffic delays. The need for the additional left-turn lane and dedicated through lane on Marshall Road was identified as part of the Downtown Superior Traffic Studies. In addition, there will be improvements to the pedestrian crossings to improve safety for all users and improve the overall operations of the traffic signal. Design of the project has started in October 2025 with construction planned for summer 2026 pending CDOT and other agency approvals.

McCaslin Boulevard Water Transmission Main

Project Complete

This project included the installation of approximately 2,600 linear feet of 16" PVC and 165 linear feet of 24" PVC water line within and under McCaslin Boulevard providing water for Downtown Superior development. Construction is complete and the new water main is active.

McCaslin Pedestrian Crossing

Design Phase

Project to install a pedestrian crossing of McCaslin Boulevard north of Rock Creek parkway to connect the Vista Ridge Trail near Downtown Superior to the Mayhoffer-Singletree Trail. The Town has been awarded grant funding to complete design and construction of the at-grade crossing.  Design has started in October 2025 and construction is expected to start in spring of 2025.  Construction will be completed in phases to allow McCaslin Blvd to remain open in both directions at all times.

North Pool Renovation

Design and Pre-Construction Phase

The Superior North Pool was constructed over 30 years ago as part of Superior Metropolitan Districts 2&3 and was assumed as a Town asset in 2004. This 165,000 gallon, 8-lane community pool is a popular amenity for Superior residents offering general open swimming, swim lessons, swim team, and various aquatic programs and events each summer.

A full renovation of North Pool is recommended to effectively address the operation and safety needs, and to introduce more efficient mechanical and sanitation systems with sustainability goals in mind. While conducting this renovation, there are opportunities to update the bathhouse restrooms, showers, kitchen, storage, and guard areas to meet current demand. Barker, Rinker Seacat Architecture (BRS) was selected to conduct public engagement, facility assessments, and the North Pool design.

September 2025 Update: As the North Pool design was nearly finished this summer, the Town received construction pricing and an updated schedule from the construction manager A.D. Miller as part of their pre-construction duties. The update made clear the project was over budget (due largely to unforeseen foundation costs for the new mechanical building) and long lead times for equipment posed a significant risk that the pool would not reopen on time for the 2026 swim season should construction begin in September 2025 as originally planned.

Town Council and staff recommended putting off construction until after the 2026 swim season. This new schedule – September 2026 to May 2027 – will allow for more time to value engineer the design to align with the budget, a more competitive bidding process in the spring, and more schedule certainty as we will have a general contractor earlier in the year to begin procuring long lead items.

Rock Creek Parkway Bridge Rehabilitation

Project Substantially Complete

The Town secured CDOT grant funding to assist with the rehabilitation of the bridge and underpass in Purple Park near the McCaslin/Rock Creek Parkway intersection.  Construction is now substantially complete with a punch list of items for the contractor to complete before final completion. The underpass is now open and accessible.

Rock Creek Parkway Construction (Indiana Street to 88th Street, Coal Ridge Dr. to Coalton Rd., & Honey Creek Dr.)

Design Phase

This project is the final phase of reconstructing Rock Creek Parkway encompassing Rock Creek Pkwy from S. Indiana Street to S. 88th Street and Coal Ridge Drive to Coalton Road.  This project also includes repairs and a mill and overlay of Honey Creek Drive.  A single lane roundabout will be constructed at the intersection of Rock Creek Parkway and Coal Creek Drive to facilitate traffic movement through the intersection.  The construction of this project will occur in phases to keep as much vehicular access along Rock Creek Parkway open as possible.  Construction for this project is expected to begin in Spring 2026.

Rock Creek Parkway Construction (McCaslin Boulevard Intersection)

Project Complete

This project included reconstruction of Rock Creek Parkway from the McCaslin Boulevard intersection to the pedestrian underpass just west of Wiggins Street on Rock Creek Parkway. This section of road was not included in the 2024 roadway reconstruction project due to the timing of the federally funded RCP Underpass Project. Construction was performed from June through August. The project improved the roadway surface, corrected drainage issues in this area, and brought the existing islands into compliance with ADA standards. Access on McCaslin Boulevard and Rock Creek Parkway are both fully open. Project drawings are included in the link below.

Safe Streets for All

Design Phase

The Town, in partnership with Boulder County and Lafayette, has completed the Superior Vision Zero Action Plan (VZAP). Vision Zero is a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, healthy, and equitable mobility for all.

The VZAP effort began in May 2024 and included detailed analyses of historic traffic crashes and risk factors and community engagement. The Action Plan identifies data driven interventions, infrastructure improvements, and policy measures to comprehensively improve transportation safety for all users in the coming years.

Sagamore Neighborhood, Sycamore Street, and 76th Street Asphalt Work

Project Complete

This Sagamore neighborhood project repaired road damage caused by the Marshall Fire and the rebuilding process. This is a FEMA-funded project. In addition, the Town also resurfaced Sycamore Street and 76th Street near the Superior Marketplace, with construction completed in July 2025.

South Pool Renovation

Design Phase

The Superior South Pool was constructed in 2000 as part of Superior Metropolitan Districts 2 & 3 and was assumed as a Town asset in 2004. This 150,000 gallon community pool includes a zero-depth entry, small slide, and is typically set up with 1-2 lap lanes. It is very popular with Superior families and has a focus on providing aquatic experiences for younger children. The pool offers general open swimming, swim lessons, pool parties, movie nights, and a special Dog Daze event at the end of each season.

South Pool is in need of a full renovation to address operational and safety needs and to introduce more efficient mechanical and sanitation systems. While conducting this renovation, there are opportunities to update the pool amenities, bathhouse restrooms, showers, storage, and guard areas to meet current demand.

Barker, Rinker Seacat Architecture was selected in early 2025 to conduct public engagement and facility assessments for both North and South Pools, as well as the North Pool design. Town Council approved the design agreement with BRS for South Pool at the September 22 meeting. At the November 10 meeting, BRS and staff presented 5 design concepts and cost estimates to Town Council, including a staff recommendation that Council favored, as well. See Option 5 in presentation linked below for more information. The project team will pursue this option moving forward. Design will continue into April of 2026. The project will be bid out in March/April and construction is tentatively planned for September 2026 to May 2027, to be completed simultaneously with North Pool.

Town Operations and Maintenance Facility

Design Phase

The Town Council approved a design build contract to construct the Town's first Operations and Maintenance Facility. The proposed facility will house the Public Works and Parks, Recreation, & Open Space field staff, materials, and equipment. The proposed facility will be located next to the Town's Wastewater Treatment Plant off of Honey Creek Drive.

Design is ongoing for the proposed 7,400 square foot facility which will include office space, training rooms, and locker rooms for staff as well as drive through bays, including a wash-bay and lift bay, for equipment and operations. Construction is scheduled to begin in November 2025.
