The Cultural Arts and Public Spaces Committee (CAPS) meeting on Sept. 24, 2026 covered updates on the Mural Festival, the Marshall Fire Remembrance Project, artist slideshow exhibit entries, and debriefs from the Boulder Film Friends event and the Chili Fest. Upcoming events include the Boulder Film Friends (BFF) screening of The Animal Kingdom on Sept. 25, the Mural Festival Artist Talk and following meet and greet for the artists, CAPS and members of Town Council on Oct. 1, and the Mural Festival on Oct. 4. The committee voted to purchase two Noblewins benches and wraps for eight utility boxes as part of the ARTery project. The 2027 Work Plan and CAPS Resolution discussion items were tabled for the October meeting due to time. The next meeting will be held Oct. 22 at the Town Hall.
Beginning Monday, Sept. 28, crews will close the southbound side of Rock Creek Parkway for construction. Traffic will remain open in both directions, with vehicles sharing the northbound side of the roadway and one lane available in each direction.
Several turning movements will also be restricted during construction. Drivers traveling east on Coalton Road will not be able to turn left onto Rock Creek Parkway, and drivers traveling north on Rock Creek Circle will not be able to turn left onto Coalton Road or continue straight onto Rock Creek Parkway. These drives will be detoured east on Coalton Road and will do a U-Turn at Tyler Drive to go westbound on Coalton Road where they can make a right onto Rock Creek Parkway.
Drivers should follow all posted traffic signs and detours and expect delays while traveling through the construction area.

The facility is closed while crews work to ensure safety and efficiency. Grading in the parking lot continues. Curb and gutter forms are being set throughout the site, with concrete pours for this work continuing into this week. Sidewalk installation and additional concrete work will also begin this week. The contractor will work limited hours on some Saturdays for the remainder of the project. The project is on schedule for completion in early November.

MEP safe-off was completed last week. Demolition of the pool and deck will be finished early this week. Bath house interior demolition will continue throughout the week.
The playground is closed temporarily during concrete demolition. Closures may be intermittent throughout construction based on noise and other safety concerns that would otherwise affect residents utilizing the space. Signage will be posted and the playground re-opened when the area is safe to visit. Please follow posted signage and construction barriers and avoid entering restricted areas
The new pool will include a renovated bathhouse, a larger swimming pool with new play features, including a 25-foot slide and current channel, and a splash pad.
This renovation will bring significant improvements to the facility, including: a new pool shell and deck, updated bath house, additional shade, a new zero-depth entry wading pool, and more efficient mechanical and sanitation systems.
Demolition of the pool deck and interior of the bathhouse is nearly complete. The contractor is working to identify existing utilities and work around them in the treed area where the new mechanical building will be built. Utility work will begin this week.
Tennis courts remain open during construction. Several parking spaces near the entrance to the lot available for tennis players, with a safe pedestrian route to the tennis courts along the construction fencing. Please follow posted signage and construction barriers and avoid entering restricted areas.
