Planning Commission

May 19

On Tuesday, the Planning Commission held a public hearing for a PD Amendment for the Marketplace PD. Commissioners voted 4-3 to recommend approval of the proposed changes, which include the addition of Full Service Car Wash as a primary use to Pad 8 and EV Charging as a primary use and ancillary use throughout the Marketplace.


Cultural Arts and Public Spaces Advisory Committee Meeting

In the May Cultural Arts and Public Spaces (CAPS) Committee meeting, the committee first heard a number of updates from staff on progress from the past month.  These included: repair work on the McCaslin mural; mural festival planning status; the artwork signage program; and, future event planning for the Civic Space, summer markets, and potential 2027 events.  The committee then heard a lengthy update on the Marshall Fire Remembrance project, as well as the status of the Rainworks rollout across town.  Next the group held a number of important discussions, including: the status of photography and videography for the mural festival, a plan for ARTery and art acquisition for 2026, upcoming digital art galleries and a community solicitation, art integration into the ongoing RCP rebuild, and possible tweaks or additions to the film series lineup in late summer.  The next film is The Life of Chuck, shown on May 29, followed by We Are As Gods on June 26.

Project Updates

Rock Creek Parkway Construction

The south half of Rock Creek Parkway between S. Indiana St. to S. 88th St. is currently closed for roadway reconstruction. This phase is expected to continue until Tuesday. The pavement was milled and flyash treatment applied to the subgrade to reduce soil swell for a stable road base.  Concrete sidewalk is being removed and new medians installed at the intersection of Rock Creek Parkway and Coal Creek Drive in preparation for the new roundabout. The road is scheduled to be paved early the week of June 8. Two-way traffic is open on the north half of the road, cyclists are requested to utilize the North sidewalk through the work zone. Please note the following traffic and RTD impacts during this phase of construction:

  • No through vehicle traffic or bike/pedestrian crossing will be permitted at Coal Creek Drive.
  • No through vehicle traffic will be permitted at S Indiana St.; however, cyclists and pedestrians will be able to cross on the West side of the S Indiana St. intersection.
  • 228 Southbound stops on Rock Creek Parkway at Pitkin Ave, S. Indiana St, and S. 88th St. are closed. 

Traffic patterns are scheduled to be changed early the week of June 8.  The North half of Rock Creek Parkway will be closed with two-way traffic on the south half of the road. The following traffic and RTD impacts during that phase of construction are:

  • No through vehicle traffic or bike/pedestrian crossing will be permitted at Coal Creek Drive.
  • No through vehicle traffic will be permitted at S Indiana St.; however, cyclists and pedestrians will be able to cross on the West side of the S Indiana St. intersection.
  • 228 Northbound stops on Rock Creek Parkway at S. Indiana St and S. 88th St. will be closed. 

The Town requests that only local traffic use Rock Creek Parkway during construction. All other traffic is encouraged to use Coalton Road and McCaslin Blvd. as detour routes while closures are in effect. Traffic speeds are reduced to 25 MPH and fines doubled in construction zones. Indiana Street Project

Construction will start on the Indiana Street reconstruction project this week. This project includes full reconstruction of the roadway, curb and gutter improvements, upgraded sidewalks, and enhanced bike and pedestrian facilities from N. Torreys Peak to McCaslin Boulevard. Beginning this week, Indiana Street will be closed from N. Torreys Peak through Mt. Sopris Way, with detour routes setup accordingly. Both the Indiana Street and N. Torreys Peak, and Indiana Street and Mt. Sopris Way intersections will be closed to traffic. This phase of construction is scheduled to last approximately 4 weeks before crews move south to complete phase 2 which includes Indiana Street from Mt. Sopris Way to McCaslin Boulevard.


Concrete Work

Construction continues on the town-wide concrete repairs. Crews are working in residential areas primarily in the Rock Creek neighborhood. During construction residents can expect temporary lane and sidewalk closures. Crews will move fast, working on each repair area approximately 1-2 days.


Alley Stabilization Project

The Original Town alley and roadway stabilization project will start this week. This project includes leveling and compacting the existing surfaces, placing 3 inches of new millings, application of a stabilization treatment, and then compacting the new millings with a wet roller after stabilization treatment on all unpaved alleys and roads in Original Town. During construction, each alley and roadway will be closed for 1-2 days while the millings are applied, graded, and treated. During this time no traffic will be allowed on the roadway.


Street Sweeping

Crews will be performing a town-wide street sweep beginning Tuesday, June 2. All streets in town will be swept with the work taking 3-4 days to complete. Many of these roads are residential; therefore, please make sure vehicles are not parked on the road so that crews can thoroughly sweep all streets. Street-sweeping vehicles are slow-moving, so please give them plenty of room and only pass when it is safe to do so.
