As the rebuilding efforts continue in the aftermath of the Marshall Fire, homeowners should be aware of upcoming deadlines for financial incentives and recovery program closures. Several key dates are approaching for those looking to take advantage of available resources.

Energy Efficiency Incentives Deadlines

The Colorado Energy Office and Xcel Energy are offering significant incentives for energy-efficient rebuilding, but deadlines are fast approaching:

  • Colorado Energy Office Incentives: Homeowners can receive between $10,000 and $20,000 for heat pump heating and water heating.
  • April 30, 2025: Deadline to have your permit approved.
  • April 30, 2026: Deadline to submit a certificate of occupancy and rebate application.
  • Xcel Energy Incentives: Homeowners may qualify for rebates ranging from $7,500 to $37,500 based on various levels of building standards.
  • June 30, 2025: Deadline to have your permit approved.
  • Dec. 31, 2026: Deadline to submit a certificate of occupancy and rebate application.

Colorado Department of Local Affairs Housing Recovery Program Closing Timeline

After over two and a half years of providing support to homeowners impacted by the Marshall Fire and East Troublesome Fire, the Housing Recovery Program (HRP) is preparing to close. All available funds are anticipated to be expended in the coming months. Homeowners should take note of the following deadlines:

  • April 15, 2025: All previously submitted applications must provide all requested documentation, be fully complete and ready for review. Any award decisions communicated after this date must be accepted or appealed within 10 business days.
  • May 30, 2025: The last day award decisions will be issued by the Impact Development Fund. Homeowners will have 10 business days to accept or appeal.
  • June 13, 2025: Final opportunity to accept or appeal award decisions issued on May 30.
  • June 30, 2025: All awarded loans must be funded; no additional award or appeal decisions will be made.

Community Foundation Boulder County’s Rebuild Grant Program

The Community Foundation Boulder County has allocated $20 million from the Boulder County Wildfire Fund to support rebuilding efforts. Homeowners have until June 30, 2025, to submit rebuild grant applications before the program closes.

Additional financial assistance is available through two complementary programs:

  • Housing Support Program– Helps households facing financial hardship due to expiring additional living expense (ALE) insurance coverage.
  • Unmet Needs Fund– Provides financial support to lower-income fire-affected community members.

Both programs remain open for applications until further notice.

Rebuilding Progress and Success Stories

  • Efficient rebuild: Over 70% of Marshall Fire rebuilds exceed code minimum requirements for energy efficiency.
  • Rapid rebuild: Three years post-fire, 70% of homes have been rebuilt.
  • Electric rebuild: More than 20% of homeowners have opted for electric heating and hot water systems using heat pumps.
