Building Together: Encouraging ADU Development in Superior

The Town of Superior has received a $225,000 grant from DOLA (Department of Local Affairs) to support Building Together, a new program which aims to encourage the development of Accessory Dwelling Units (ADUs) in Superior. ADUs are housing units integrated within a single unit dwelling or located in a detached accessory building located on the same lot as a single dwelling. Sometimes referred to as granny-flats or backyard cottages, ADUs can help provide housing for family members, people employed locally, seniors, and caregivers.

Through Building Together, the Town will work with consultants to develop pre-approved ADU design plans, offer a toolkit to provide technical assistance to homeowners converting existing space or building ADUs, and provide financial support such as fee waivers, reductions, or rebates for permitting and related costs. The program is designed to make it easier and more affordable for Superior residents to add ADUs to their properties.

Currently, Building Together is in the procurement phase in which the Town is seeking to hire consultants to help develop the different aspects of the program. Roll out of the pre-approved plans, toolkit, and financial assistance programs is anticipated in late fall or early winter 2026. Three Mile Plan - 2026

This document has been prepared by the Town of Superior, Colorado, to address the existing and proposed land uses within an approximate three-mile area surrounding the existing municipal limits of the Town. In accordance with Section 31-12-105 et. seq. of the Colorado Revised Statutes (C.R.S.), this plan is intended to serve as a general guide for consideration of future annexations to the Town.

Comprehensive Plan - 2025

The Town of Superior Comprehensive Plan (“the Comprehensive Plan”) was prepared through the combined efforts of residents, business owners, property owners, Planning Commission, Town Board, Town Staff, and planning and engineering consultants. The purpose of the plan is to provide a basis for current and future land use decisions in the Town of Superior. This plan seeks to facilitate rational decisions regarding future development that are based on limited natural resources, economic considerations, and sound community design and planning principles. Along with the Town of Superior Land Use Code, the Comprehensive Plan is intended to serve as a guide to facilitate planning of undeveloped lands or redevelopment of private lands, protect and enhance existing development, highlight opportunities for private and public investment; and ensure compatibility between existing uses and future development.

Vision Zero Action Plan - 2025

The Superior Vision Zero Action Plan (VZAP) is a data-driven, community informed strategy designed to eliminate serious injury and fatal crashes on the Town of Superior’s transportation system. Funded through the Safe Streets and Roads for All (SS4A) grant, this plan provides a clear framework for safety improvements that align with regional and state transportation goals.

Transportation Plan - 2025

Town Council approved of an update to the Town's Transportation Plan in Fall 2025, put together by Staff from Public Works & Utilities, Planning, and Sustainability. This plan will guide the next 5-10 years of policies, goals, and projects for Superior's transportation network.

ULI’s Urban Resilience Program provides ULI members, the public, and communities across the United States with information on how to be more resilient in the face of climate change and other environmental vulnerabilities. The program seeks to provide technical assistance, advance knowledge, and catalyze the adoption of transformative practices for real estate and land use policy, building from the knowledge of ULI members.

Parks, Recreation, Open Space, and Trails Master Plan - 2021

The purpose of the Town of Superior’s Parks, Recreation, Open Space, and Trails (PROST) Master Plan is to provide a roadmap for future development of recreational facilities and opportunities for the Town over the next 10 years, consistent with the General Plan 2012 requirements. This plan is based on recognized park planning principles and standards and reflects input from residents and stakeholders in Superior, Town staff, the Parks, Art and Recreation Commission (PARC), and the Town Board.

Northwest Superior Subarea Plan - 2017

In the fall of 2017, the Town of Superior initiated a community engagement effort to identify issues of community-wide concern for Northwest Superior, and to explore the potential need for a subarea plan or other policy or regulatory changes to address these issues. With direction from the Town Board, Planning Commission and Town staff worked with an outside consultant to organize a series of community input opportunities.

 This engagement effort was organized with the goal of:

  •  Highlighting the changes that have occurred in Northwest Superior in the past five years, and influencing factors that are likely to spur additional change in the future;
  •  Increasing awareness of current plans and regulations (e.g., Comprehensive Plan, Zoning regulations) in place to guide future changes; and
  •  Exploring whether current plans and regulations are adequate to guide future change or whether other development tools and regulations are desired by the community.

ULI Superior TAP Report - 2016

Technical Advisory Panels bring Urban Land Institute (ULI) Colorado expertise directly into communities to help solve tough real estate problems. TAPs provide advisory panels composed of ULI Colorado members who volunteer their time to offer unbiased, disinterested professional advice. Each are leading experts in their fields. Since 2004, ULI Colorado has been invited to conduct more than 50 TAPs throughout Colorado.

Open Space Summary Report and Recommendations - 2005
