June 10
National Trails Day reported on by staff. The event was well attended and favorably commented on by attendees. June 20 there is a program at the Coalton Trailhead about Prairie Dogs. New seasonal ranger, Conor Curtis, updated us on the Youth Corps status. They will be starting soon. Council raised no objections to the trail names suggestion we had submitted to them. The Coyote Ridge North/South trail sign blanks are ready (maps to be added to them later). Prairie Dogs located on TOS open space near Sagamore and extensively on the Boulder County area to the west began an extermination project when they were approached by residents. It was learned that the County was exterminating the prairie dogs to accommodate the rancher(s) who graze cattle there. The dry winter and the prairie dogs have combined to make the area a poor grazing area. It became clear that we need to expand the “reach” of the Prairie Dog Playbook to incorporate TOS property. The property report was approved as submitted. The Coyote Ridge Trail consultant walked through their plans. They are focusing on trying to honor the requests of the community which was to keep the space much as it is but improve trail quality and add signage that will indicate the trail difficulty and/or use. There is also a possibility that we might be able to download a pdf that is geolocated so a user could use it on site. Raptor program is going strong. Town Wildlife Management Plan is moving along.
June 25
In the June Cultural Arts and Public Spaces (CAPS) Committee meeting, the committee first heard an update on the selection of artists for the October 4th Mural Festival. Staff updates included the status of the digital art gallery solicitation, selection of dates for CAPS booths at Summer Markets, and details on future meetings during the Community Center closure. The committee then received an update on the status of the Marshall Fire Remembrance project, and then discussed film screening logistics including the highly anticipated AI Doc screening on August 28. The committee discussed agenda items for its July 13 dinner with the Council, and then finished the meeting with a discussion of the committee charter, and possible revisions that will be reviewed with the Council in July.
June 22
During Monday’s Town Council meeting, the Council: held a joint dinner with the Advisory Committee for Environmental Sustainability; approved a resolution appointing David Thrower as the Town’s municipal judge and Christopher Randall as associate municipal judge; approved a resolution adopting findings of fact related to the denial of the application for approval of a Planned Development Plan Amendment for Superior Marketplace and ratifying the denial; approved a resolution removing a member of the Planning Commission; held a public hearing and approved the application for a new Entertainment Facilities License for LIV NailSpa LLC located at 404 Marshall Road; held a continued public hearing and denied an ordinance annexing and zoning as Planned Development the real property located at 7494 Marshall Drive; and approved a resolution adopting the Drought Mitigation Plan.
Construction continues on the Rock Creek Parkway reconstruction project. Crews continue to work on the north side of Rock Creek Parkway between Indiana Street and 88th Street with fly-ash sub-grade stabilization work and concrete work to be completed this week. Two-way traffic is open on the south half of the road, cyclists are to utilize the sidewalk through the work zone. Please note the following traffic and RTD impacts for that closure:
The Town requests that only local traffic use Rock Creek Parkway during construction. All other traffic is encouraged to use Coalton Road and McCaslin Boulevard as detour routes while closures are in effect. Traffic speeds are reduced to 25 MPH and fines doubled in construction zones. Construction continues on the town-wide concrete repairs. Crews are working in residential areas primarily in the Rock Creek neighborhood. This week, crews will be installing the new bike slip ramp on 88th Street near Promenade Drive and fixing the concrete walkway approaching the pedestrian bridge between Wiggins Street and Rock Creek Parkway.
Construction is ongoing with bottom lift paving for phase 1 to be completed this week. The goal is to complete phase 1 this week and open the roadway for the 4th of July weekend, weather pending. After July 4th weekend, crews plan to move south to complete phase 2 which includes Indiana Street from Mt. Sopris Way to McCaslin Boulevard. Indiana Street will be closed from McCaslin Blvd to just south of Mt. Sopris Way during phase 2. All construction will be completed before school starts in August.
The Original Town alley and roadway stabilization project is ongoing, with stabilization treatment work being performed. During this week, stabilization treatment will be applied to the remaining alleys and roadways. Each alley/roadway will be closed for approximately 1 day during stabilization treatment. Stabilization treatment should be completed this week, weather pending, with a chip-seal to be performed after the July 4th holiday.
