Not all electric rides are e-bikes!

A message from the Boulder County Sheriff

The Boulder County Sheriff’s Office reminds residents to stay safe as e-bike use increases, especially among youth. We encourage all parents to check what their children are riding and make sure they are in compliance with the law.

While Class 1 and Class 2 e-bikes are great options for juveniles to get around, we are seeing a rise in the use of low-power scooters and electric Motorcycles, which are not classified as e-bikes and are subject to different rules and regulations.


Low-Power Scooters

  • Electric motor more than 750 watts and less than 4,476 watts
  • Does not meet the legal definition of an electric bike or scooter
  • Operators must be at least 16 years old and have a valid driver’s license, proof of insurance, and a state low-power scooter three-year registration sticker
  • Permitted on roadways and designated bike lanes
  • Not allowed on sidewalks

TIP: If it lacks functional pedals, exceeds 750 watts or powers past 28 mph, it's a low-powered scooter or motorcycle, not an e-bike.


Electric Motorcycles

  • Electric motor over 4,476 watts
  • Minimum age: 16 years old
  • Requires a driver’s license or
    permit and insurance
  • Not allowed on multi-use trails
  • May only be used on designated
    motorized trails or tracks
  • On streets, riders must have a motorcycle endorsement, registration, plates, and insurance
  • Not allowed on sidewalks

Enforcement efforts in the Town of Superior have begun; citations are being issued for:

  • Operating without a license
  • Unregistered low-power scooters
  • Riding without insurance

Penalties for riding without insurance include:

  • A minimum fine of $500
  • Up to 40 hours of community service

Additionally, owners of low-power scooters can be cited if they allow an uninsured juvenile to operate the vehicle, carrying the same penalties.
