Town Meeting Summaries

Open Space Advisory Committee

July 8

With all members present, OSAC heard reports from staff regarding local trail and open space projects involving BOCO Youth Corps, Coyote Ridge trail consultant activities, and mapping of BOCO prairie dog colonies that are encroaching onto Town properties adjacent to McCaslin, Coal Creek Crossing and Sagamore neighborhoods. OSAC members shared thoughts with staff on mitigation and the need to expand Town’s prairie dog playbook to address future needs for colony relocations from public lands as well private lands under development. OSAC heard subcommittee recommendations on the need for trail etiquette and speed limit signage along Town of Superior multiuse trails, and an update report from a subcommittee researching best practices for balancing fire fuel mitigation with habitat and wildlife protection. Member Kara Nuese led a discussion regarding possible guidelines and review process clarifications for future proposals for temporary or permanent art installations on open space. As this topic overlaps with interests of other advisory groups, OSAC agreed to engage CAPS and PARC in this review of process. Feedback and suggestions for enhancing OSAC’s July 4th and Migratory Bird Day activities were discussed. Standing updates were provided on Town raptor and wildlife programs, and initial thoughts on topics for a joint meeting with Louisville’s Open Space Advisory Board in September were shared

Town Council Meeting

July 13

During Monday’s Town Council meeting, the council: held a joint dinner with the Cultural Arts and Public Spaces Advisory Committee; conducted advisory committee interviews; received an update regarding the Rock Creek Parkway and Indiana Street Construction Projects; made a proclamation recognizing outgoing advisory committee members; approved an Alcohol in Public Places Permit; approved the contract with McCauley Constructors, Inc. for the Superior Community Center Improvements Project; approved a resolution approving the Town’s participation in a coordinated election with Boulder County for the Town’s Nov. 3, 2026, election; approved an ordinance amending Superior Municipal Code Section 7-1-90 declaring dangerous open pits or excavations as specific nuisances; appointed Tim Peterson to the Planning Commission; and approved an ordinance amending Superior Municipal Code Section 16-20-30(b) regarding outdoor lighting requirements.

Parks and Recreation Advisory Committee Meeting

July 15

The meeting included an update from Todd Gleeson of OSAC on proposing safety signage along paved trails to remind residents about speed limits, which PARC supported. The committee discussed updates on the July 4th event, the Pirate Park Playground project, future park renovations, outdoor town programming and program survey results, Chili Fest planning, and the 2026 PARC Work Plan. Lastly, members considered possibilities for re-doing the PARC amenities and services document and discussed potential alternatives for gathering this type of feedback for Council.   

Historical Commission Meeting

July 17

The Superior Historical Commission (SHC) Meeting held its monthly meeting on July 17. All members were present except for Wally and Karen Waligorski. Heather Cracraft served as Council representation. Jennifer Garner served as Staff representation.

General Updates and Debriefing focused on updates related to the Marshall Fire Remembrance subcommittee and its presentation with the Louisville City Council. Vargus was also able to replace a tree that had been donated by the Lions Club which had needed more water care and irrigation. Debriefing addressed the success of the 4^th of July celebrations, progress made during the July 10 work session, and updates with scanning and framing the Drumm’s map. For the Work Plan Check-in, it was determined that the next cemetery open day will be Sept. 5 from 9 to 11 a.m. There were discussions about establishing further relationships with the Northern Arapaho, the acceptance of a grandfather cuckoo clock, and looking at programming options for the Aug. 1 Colorado 150^th. There will be celebrations at Grasso Park on the open museum day. There were also staff updates about gardeners around Asti Park, the Grasso Park grant status, and fencing around the cemetery.

Project Updates

Rock Creek Parkway Construction

The north half of Rock Creek Parkway between S. Indiana St. and S. 88^th St. remains for roadway reconstruction and underground utility work. Two-way traffic is open on the south half of the road, cyclists are still be requested to utilize the sidewalk through the work zone. Please note the following traffic and RTD impacts for that closure:

• No through vehicle traffic or bike/pedestrian crossing will be permitted at Coal Creek Drive.
• No through vehicle traffic will be permitted at S Indiana St.; Cyclists and pedestrians will be able to cross on the West side of the S Indiana St. intersection.
• 228 Northbound stops on Rock Creek Parkway at S. Indiana St and S. 88^th St. will be closed. 

The Town requests that only local traffic use Rock Creek Parkway during construction. All other traffic is encouraged to use Coalton Road and McCaslin Blvd. as detour routes while closures are in effect. Traffic speeds are reduced to 25 MPH and fines doubled in construction zones. Concrete Work

Construction continues on the town-wide concrete repairs. This week, crews will be installing the new bike slip ramp on 88^th Street near Promenade Drive and wrapping up some final repairs in the Original Town and Down-town areas.

Indiana Street Project

Construction is ongoing with bottom lift paving for phase 1 to be completed this week. Paving was delayed due to issues in the field, but the project is still on schedule to be completed before school starts. Later this week crews plan to move south to complete phase 2 which includes Indiana Street from Mt. Sopris Way to McCaslin Boulevard. Indiana Street will be closed from McCaslin Blvd to just south of Mt. Sopris Way during phase 2.

Alley Stabilization Project

The Original Town alley and roadway stabilization project is ongoing, with stabilization treatment work completed. Next week crews will be installing a chip-seal to further improve the alleys. This work will take approximately 2 days to complete with short-term alley closures occurring during construction.
