Jenn Kaaoush is a dedicated public servant, disaster recovery leader, and community advocate, currently serving as a Town Councilmember for Superior, Colorado. A fourth-generation Army Veteran, Jenn brings both global experience and local commitment to every aspect of her work.
From Diplomatic Service to Community Advocacy
Originally from Monterey, California, Jenn served as a U.S. Diplomat in Jordan and Qatar from 2013 to 2020, where she spearheaded community engagement initiatives and supported displaced Syrians through language learning and resource access. She also founded Books for Change, a nonprofit focused on providing educational support for Syrian refugee women and children.
After her diplomatic service, Jenn and her family settled in Superior, Colorado, where she immediately became a force for positive change. She has three children, two over 20 and one under 10, and a deep appreciation for the town’s strong community, natural amenities, and desire to expand its inclusive spirit.
Leadership Through Crisis: The Marshall Fire and Beyond
Jenn’s entry into public leadership was catalyzed by the devastating Marshall Fire in 2021, which directly impacted her neighborhood. In response, she co-founded Superior Rising, a grassroots nonprofit that became instrumental in the town’s recovery, helping residents navigate insurance challenges, streamlining government processes, and advocating for greater state and federal support.
She went on to serve on the Planning Commission and was later elected to Town Council, where she continues to be a strong, solutions-focused voice for her constituents. Jenn also spends time beyond her council duties to work on regional housing efforts, racial equity education and the Superior Veterans group she started in 2024.
A National Voice for Disaster Recovery
Jenn has extended her advocacy beyond Colorado. She provides strategic counsel to local governments and residents in fire-stricken areas like Maui and Los Angeles, sharing insights and recovery models rooted in equity and speed. She also lobbies regularly in Washington, D.C., working to shape policy on disaster relief and housing. In 2024, she helped secure a major federal policy win, legislation protecting wildfire survivors from being taxed on their settlement funds, the ONLY tax relief measure passed that year.
Service, Sports, and Superior Spirit
In addition to her official roles, Jenn is deeply involved in community life. She organized local donation drives, including a 1,200-pair sock collection during the pandemic, and brought joy to families with a front-yard Santa mailbox during COVID. Jenn also founded Superior’s first adult co-ed recreational softball league, with a mission to give local adults a fun, active outlet and to promote patronage of nearby local businesses on game nights.
She also works with the University of Colorado Naval ROTC, mentoring aspiring military leaders, and continues to be a fierce advocate for fire survivors nationwide.
